In 1996 the Health Authority of the Canton of Zurich initiated a comprehensive quality improvement project. As it had been recognized that little was known on the quality of inpatient care the project „Outcome” was decided to develop a set of indicators aimed at measuring outcomes of hospital care. In this report not only the structure of the project but also the results of development, measurement and implementation of outcome indicators are described. It shows the experiences made in the Canton of Zurich – 5 case studies, some questionnaires for outcome measurement are reported as well as chapters on measurement and data collection, on benchmarking of results, on steering and policy integration.
